Randall Starr
Randall earned his Bachelor of Arts degree from the University of Waterloo in 1984 and then earned his Chartered Accountant, now Chartered Professional Accountant, designation. After working with a national accounting firm, he gained experience with smaller firms where he worked closely with owner-operated businesses. Randall has built a diverse client base comprising individuals, corporations, trusts and estates across a variety of industries and professions. He has also held appointments as Professor of Accounting at Centennial College and lectured in accounting, auditing and tax. Randall has served on volunteer charitable boards in the religious, educational, arts and medical sectors, including roles as President, Board Chair and Treasurer. Many clients have come to value Randall as a trusted advisor.

Francesca Celeste-Falconeri
Francesca earned her Bachelor of Arts degree with a major in Commerce from the University of Toronto in 1984 and then earned her Chartered Accountant, now Chartered Professional Accountant, designation, from the Institute of Chartered Accountants of Ontario. She gained her experience at local accounting firms and has built a diverse client base including individuals, corporations, LLPs, trusts and estates across a variety of industries and businesses. Francesca provides thoughtful accounting, tax and advisory support with a focus on practical guidance, long-term relationships and personalized client service. Outside the office, she enjoys spending time with her family and her German Shepherd, Kivinta.

Oleg Gudkov
Oleg began his career with the firm in 2013 while completing his Bachelor of Commerce degree in Accounting at York University. He earned his Chartered Professional Accountant (CPA) designation in 2021 and works closely with young professionals, entrepreneurs, owner-managed businesses and new immigrants to Canada. Oleg provides accounting, tax and advisory services with a focus on personal and corporate taxation, financial reporting and business planning. He is committed to delivering practical, personalized solutions and building strong long-term client relationships through responsive and professional service.

Jacqueline Veldhuis
Jacqueline joined Starr Celeste-Falconeri in 2011 as a bookkeeper and has since added responsibilities as office manager. She brings over twenty-five years of bookkeeping experience serving small to mid-sized privately held companies and is proficient in many different software packages, including PCLaw, Cosmolex, Sage, Xero and QuickBooks. Jacqueline works closely with many of the firm’s corporate clients and has become a trusted advisor to them through her wealth of business experience, practical knowledge and responsive support.

Phi Dang
Phi came to Canada from Vietnam in 2018 and completed a three-year program at Centennial College before changing direction to pursue Accounting and Finance at Toronto Metropolitan University. He is building his career in accounting with the long-term goal of obtaining his CPA designation. Phi brings curiosity, patience and a client-focused attitude to his role at Starr Celeste-Falconeri. He supports the team with day-to-day client work while continuing to develop his knowledge of tax, bookkeeping and accounting processes. Outside the office, he enjoys arcade-style games, discovering new food spots and connecting with people.

Fanny Tang
Fanny joined Starr Celeste-Falconeri in 2019 as a bookkeeper responsible for full-cycle accounting, including accounts receivable and payable and year-end closings. She has over twenty-five years of experience serving small to mid-sized privately held businesses and is proficient in many different software packages, including QuickBooks Desktop, QuickBooks Online and Sage. Fanny works closely with corporate clients to help keep their records organized, accurate and up to date. She brings practical bookkeeping knowledge, attention to detail and dependable support to the firm’s client service team.
